AWMA Submits Comments on USPS Proposed Changes

The U.S. Postal Service recently issued a proposed rule that would allow the use of Express Mail with Adult Signature or Priority Mail with Adult Signature to mail cigarettes and smokeless tobacco products under the business/regulatory purposes and consumer testing exceptions of the Prevent All Cigarette Trafficking or PACT Act.  AWMA submitted comments to be reviewed by the agency during the open comment period expressing concern over the creation of additional “exemptions” under the PACT Act that could allow illegal remote sellers to expand their businesses and put our youth at risk.

AWMA noted in the letter to the USPS that “despite efforts to secure ‘adult signatures’ as noted in this proposed rule, our previous studies on this issue showed clearly that these kinds of remote sales make it much easier for under-age smokers to obtain these products.”
