A recent report issued by the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) indicates that illegal tobacco sales to minors has “reached an all-time low in the United States as a result of a historic federal and state partnership.”  The report indicates that reducing access to tobacco products for minors has been a component in the “measurable progress” states have made in reducing illegal sales of tobacco to minors.

According to the report, the average national retailer violation rate in 2010 was 9.3 which represents the lowest level in 14 years.
