The Procter & Gamble Co. says it is rushing tens of millions of water-purifying packets to famine-ravaged East Africa.  The world's largest consumer products company announced the effort Wednesday at the Clinton Global Initiative meeting in New York, along with other aid commitments. P&G will spend $3 million on the relief.
