U.S. Postal Service Issues Final Rule on PACT Act & Mailability of Cigarettes & Smokeless Tobacco

On August 24th, The US Postal Service issued a final rule that revises, effective August 27th, the Mailing Standards of the USPS Domestic Mail Manual to permit the mailing of cigarettes and smokeless tobacco products to APO/FPO/DPO destination addresses via Express Mail Military service or Priority Mail service with Delivery Confirmation.  The final regulation comes as clarification to the non-mailability provision of the recently enacted Prevent All Cigarette Trafficking – or PACT – Act.  Specifically, the new regulation issued by the USPS will serve as a way to accommodate the needs of military families that ship mail containing cigarettes and smokeless tobacco as gifts while still adhering to the Prevent All Cigarette Trafficking Act.
